Mexico's Pension for the Well-being of People with Permanent Disabilities

In 2018, the National Survey of Demographic Dynamics (ENADID) of the National Institute of Statistics and Geography (INEGI) showed that, in Mexico, 7.9 million people were living with a permanent disability, of which 4.3 million were women and 3.6 million were men, representing 6.7% and 5.9% of the total population of each gender respectively.

Bangladesh's Allowance for Persons with Disabilities

The Government of Bangladesh estimates that 16 million women, men and children, or 10 per cent of the population, live with some form of disability. In order to invest in of persons with disabilities, the Government of Bangladesh introduced a targeted cash transfer for persons with disabilities in 2006. This transfer, known as the Allowance for Financially Insolvent Persons with Disabilities is implemented by the Ministry of Social Welfare through the Department of Social Security in co-operation with committees at the national, district and regional levels.

China's Legal Framework for Persons with Disabilities

Persons with disabilities  number more than 80 million in the People's Republic of China, accounting for 6.34 per cent of the population. In 1990 the Government of China took fundamental steps toward improved income security for persons with disabilities through the promulgation of the Law of the People's Republic of China on the Protection of Disabled Persons. The law is formulated in accordance with the 1982 Constitution of the People's Republic of China and provides for the protection of rights of persons with disabilities.

Uzbekistan’s Monthly Cash Transfer for Children with Disabilities

As of 2015 there were approximately 327,199 persons living with disabilities in Uzbekistan, accounting for 1.9 per cent of the total population. In order to provide income security for children with disabilities, the Government of Uzbekistan introduced a targeted monthly cash transfer in 1993 as part of a package of permanent disability benefits within the State pension scheme. The scheme is administered by the State Pension Fund under the Ministry of Finance.

Timor-Leste’s Support Allowance for Older Persons and Persons with Disabilities

 As of 2015, there were 48,243 persons living with disabilities in Timor-Leste, making up 4.6 per cent of the population. In order to provide basic income security for this vulnerable group, the Government of Timor-Leste introduced the Support Allowance for Elderly and Persons with Disabilities in 2008. The allowance is managed by the Ministry of Social Solidarity and administered by the National Directorate for Social Security with assistance from authorities at the national, district and sub district levels.

Thailand’s Disability Allowance

According to the Royal Thai Government, as of 2015, 2.17 per cent of the total population of Thailand live with a disability. In 2007, the Royal Thai Government passed the Persons with Disabilities Quality of Life Promotion Act, which stipulates that the State must provide cash transfers for persons with disabilities. Thailand's resulting disability allowance is administered by the Ministry of Social Development and Human Security in cooperation with the National Office of Promotion and Development of Life Quality of Disabled Persons.

Tajikistan’s Disability Allowance

In 2015 persons with disabilities made up 2.1 per cent of the population of Tajikistan, or than 160,000 women, men and children accross the country. In order to ensure access to income security for this vulnerable group, the Government of Tajikistan provides a disability allowance, administered by the Ministry of Labour and Social Protection.

Sri Lanka’s Monthly Assistance for Persons with Disabilities

According to the Department of Census and Statistics of the Government of Sri Lanka, there were more than 1.6 million persons living with disabilities in the country in 2015.  In an effort to meet the specific needs of persons with disabilities, the Government of Sri Lanka introduced a Monthly Assistance for Persons with Disabilities cash transfer in 2007, in order to provide income support and protection to this vulnerable group.

Russia’s Disability Labour Pension

There are more than 12 million persons with disabilities in the Russian Federation. In order to respond to their needs the Government of the Russian Federation provides pension schemes designed for persons with disabilities. Administered by the Pension Fund of the Russian Federation, the disability labour pension is Russia's largest social protection scheme for persons with disabilities.

The Philippines' Disability Benefit

According ESCAP's comprehensive report on Disability 2015, there were about 1,442,586 persons living with disabilities in the Philippines in the same year.  In order to provide access to income security for this vulnerable group the Government of The Philippines provides a disability benefit administered by the national Social Security System (SSS).
